1.1 Outdoor Emergency Care (OEC)
1.1.1 OEC Program
1.1.1.1 Mission/Objective:
To facilitate the development of the best Outdoor Emergency Care (OEC)
training, testing and quality assurance program for all FWD patrollers, OEC
Instructors, and Instructor Trainers. Improve alignment, communication,
and to better share ideas between National, Division, Region, and local area
OEC protocols. Support and provide the FWD OEC Instructor Trainers the tools in
which to build and maintain a knowledgeable and experienced Instructor base
within each Region.
- Continue to build an active network of quality OEC Instructor and Instructor Trainers (ITs).
- Work from the individual Patrol level to the National level towards identification and development of improved program delivery and content.
- Increase the understanding and relationship between ITs, Instructors, and Mentors.
- Increase the registered OEC courses by 15%.
- Provide OEC program and Senior Scene Management support for the Far West Division Winter Education Meeting.
- Travel to two Regions to attend local training activities as well as provide OEC updates from the National Office.
- Encourage all patrollers to become more involved with some of the Division sponsored educational/recreational events like the Tri-advisory in Yosemite and the Northstar Mid Winter Education clinics.
- Represent the best interests of the FWD OEC at the National OEC Supervisors meeting.
- Continue working with the National OEC Committee on standardized OEC practical finals, improving the written OEC final, establishing IT training guidelines and contributing to OEC 5th edition.

1.1.1.3 Plan
- Build an active network of quality OEC Instructor and Instructor Trainers (ITs).
- Increase OEC courses taught in 09-10 season.
- Integrate with Division and Local Instructor Development programs in order to better transition Phase 1 and OEC mentorship.
- Provide continuing education (CE) updates to the seasoned OEC instructor (at refreshers and conference and meetings).
- Provide OEC specific Instructor Trainer training (IT workshops).
- Work from the individual Patrol level to the National level towards identification and development of improved program delivery and content.
- Contact OEC ITs, Instructors, and Region OEC Advisors (either visit or by telephone) to discuss local OEC needs and wants.
- Put into place an objective method by which to measure the quality of delivery of OEC.
- Provide local opportunities to improve methods of teaching OEC within the classroom or at refreshers.
- Work with all levels of the Instructor Development (ID) programs and supervisors to better interface OEC specific needs into the mentoring program.
1.1.1.4 Implementation
Increase the registered OEC courses by 15%.
- OEC courses are generally offered as required by perspective NSP candidates. By increasing recruitment of NSP candidates at winter sport related events such as Ski Dazzle, Warren Miller events, Sport shops and Ski clubs, demands for OEC courses will also increase.
- Encourage and recognize those that register two or more OEC ES courses each season.
Provide OEC program and Senior Scene Management support for the Far West Division Winter Education Meeting.
- Work with the conference director to help plan and deliver OEC Instructor updates as well as Senior Scene management components.
- Recruit local OEC Instructors to help with conference OEC program delivery and cover instructor expenses.
Represent the best interests of the FWD OEC at the National OEC Supervisors meeting.
- Annually attend the OEC National Supervisors meeting in Denver.
- Communicate with the FWD OEC Instructors, Instructor trainers and Region administrators to get a pulse on what the local FWD wants and OEC needs are before attending the National OEC Program Supervisors meeting. Report attendance and salient points to members via email and website.
- Continue working with the National OEC Committee on standardized OEC practical finals, improving the written OEC final, establishing IT training guidelines.
- Contributing content and editing to OEC 5th edition.
- Write pertinent articles for Patroller Magazine (one per year).
Interface OEC and the Instructor Development programs.
- Conference calls to discuss the needs and wants of each program (OEC, refreshers, and OEC ES).
- Define guidelines for smooth transitions between Phase 1 ID and specific OEC Instructor mentoring programs.
- Reduce patrollers falling between the cracks going from Instructor Development and mentoring programs by careful tracking of ID students BEFORE they complete their Phase 1. Have someone marketing OEC at some of the ID courses, and identify how the Region and Division can support education.
